ADMINITRATIVE ACCOUNTS SESSION

AN ADDRESS PRESENTED BY COUNCILLOR DIGHAMBONG ANTHONY MVO, LORD MAYOR OF THE WUM COUNCIL ON THE OCCASION OF THE EXAMINATION AND ADOPTION OF THE 2013 ADMINISTRATIVE AND MANAGEMENT ACCOUNTS FOR THE WUM COUNCIL, TODAY 18TH JUNE 2014 AT THE WUM TOWN HALL.

It is with gratitude and anxiety that I want to use this singular opportunity that the Lord himself has provided us to welcome you all to this Administrative and Management Accounts session. I would like to particularly welcome the Senior Divisional Officer Mr. EMVOUTOU BITA BENOÎT WILLIAMS ably represented here by the Divisional Officer for Wum Sub-Division Mr. KOUEKAM GUY HONORE and his entourage who are attending the Administrative and Management Accounts with me as Mayor for the first time. Once more on behalf of the Wum Council, I say welcome to us all and our ever wonderful inputs.

DEAR COUNCILLORS, DISTINGUISH LADIES AND GENTLEMEN;
          Our purpose of coming together today is to examine the income and expenditure for the fiscal year 2013. This of course, in accordance with the budget that was voted and placed at the disposal of my predecessor for execution. I hereby call on all of us to objectively X-ray the accounts at our disposal in order to justify our economic potentialities in relation to the execution of the budget for the 2014 financial year. The Administrative and Management Accounts is a document which gives us a true balance sheet of our council for the whole financial year. It is more detailed than the budget and as such shows our strengths and weaknesses. The Administrative Account shows where we have achieved and where we failed for the financial year, hence, it indicates clearly where we must collectively double our efforts.    

THE SENIOR DIVISIONAL OFFICER, DEAR COUNCILLORS, LADIES AND GENTLEMEN;
          The accounts we are about to examine stands at Two Hundred and Seventy Four Million Six Hundred and Forty One Thousand Three Hundred and Twenty Two (274,641,322) francs in revenue and Two Hundred and Seventy Four Million, Four  Hundred and Seventy Three Thousand, three Hundred and Twenty Eight (274,473,328) francs in expenditure giving a percentage realization of 52.21% against Two Hundred and Thirty Two Million One Hundred and Eleven Thousand Three Hundred and Twenty Four (232,111,324) francs in revenue and Two Hundred and Twenty Eight Million and Ninety Two Thousand Five Hundred and Seventy Three (228,092,573) francs in expenditure for the 2012 financial year, these for a percentage realization of 46.80%. From the above statistics, we can notice an increase in revenue and of course in expenditure. This increase is as a result of the more efforts put in by the council team as well as the total collaboration that exists at all levels. We have actually had a sharp increase in the domain of local collection and the decentralized public investment credits, I encourage and commend the council workers to put in more extra effort, for better is not worthy where there is a best.

THE SENIOR DIVISIONAL OFFICER, HON COUNCILLORS, LADIES AND GENTLEMEN;
          Permit me highlight some of our achievements which we have been able to realize so far, which include amongst others; the provision of desks for some four primary schools and G.T.C Waindo, donation of two bundles of Zinc each to G.S Menteng and G.S Ngoh Wanagwen respectively, recruiting of thirteen teachers in some of our desperate primary schools, lighting of the major streets in Wum Town, renovation of the council slaughter house, constructing a wall to close up one of the ends of the Wum Market, grading of some of our roads, launching of holiday jobs for students, just to name these few. We have equally done some studies and forwarded to the state for other projects in view. I know and acknowledge our insatiable willingness to develop our Municipality through our expressions and actions.

THE SENIOR DIVISIONAL OFFICER, LADIES AND GENTLEMEN;
          I want to laud your wonderful collaboration which provides an enabling working environment. My dream and wish is that we all put our hands on deck to continue with the realization of our many envisaged projects, like the construction of thirty sheds in the Bu Market as well as two classrooms, H/Ms office, latrine and sixty benches in G.S Menteng which have just been launched from the priority investment programme.
        I thank you all once more for honouring our invitation, as a true friend is one who is there to care. It is been said, a good friend is like one mind in two bodies. Robert Lewis Stevenson says “A friend is a present which you give yourself”. Thank you all our wonder friends of Wum Council.
