LAUNCHING OF THE 2014 YOUTH WEEK IN WUM SUB DIVISION

AN ADDRESS PRESENTED BY COUNCILLOR DIGHAMBONG ANTHONY MVO, LORD MAYOR OF THE WUM COUNCIL ON THE OCCASION OF THE LAUNCHING OF THE YOUTH WEEK ACTIVITIES, AHEAD OF THE CELEBRATION OF THE 48TH NATIONAL YOUTH DAY BY H.E BIDOUNG MKPATT, MINISTER OF YOUTH AFFAIRS AND CIVIC EDUCATION, TODAY 4TH  OF FEBRUARY 2014 AT THE WUM MUNICIPAL STADIUM.

Rare occasions like this have hardly come my way in which I have had the opportunity and privilege to welcome all of you to this great event, especially our distinguished guests of Honour, H.E BIDOUNG MKPATT. Opportunities like this have been too few to miss, as they go a long way to rekindle hope of a misery people, once more on behalf of the Wum Municipality and the entire Menchum Division, you are all welcomed.
Your Excellency, Distinguished Ladies and gentlemen;
Accept our best wishes of a happy and prosperous New Year 2014, on your second visit to the Wum Municipality in particular and Menchum Division at large. Your Excellency, you are our guide, our Hero and our friend. We Stand tall from Kpep to Baji, Weh to Abar and Bu, from Agulli to Menteng, from Benade to Bawuro and Agal, the voices of the Menchum youths shout; in you our lives are strong, in you our ancestral tears be wiped, you are ambassador on whom our fearful hearts depend. This is why we of this Municipality have today decided to baptize and name you “Nfoghombong”, the man who savaged the Aghem clan when it was infested by some harmful insects.
Your Excellency, Distinguished Ladies and gentlemen;
          We are very grateful for your remembrance of our Lake Nyos victims who suffered this natural gas disaster that occurred in August 1986. We have been so sad that we are forgotten people. There are in all five of the Lake Nyos camps in Menchum Division and two in Boyo Division. Your presence today is so consoling and proof to the youths  that the government of Cameroon through President Paul Biya is still thinking about them for their thought of been orphans is now of the past because of  your presence here today with them, thank you for coming and thank you for everything.
   Your Excellency, Distinguished Ladies and gentlemen;
The 11th of February is the Day Cameroon underwent a Glorious Revolution, just a year after Independence on January 1st 1960. Our Political Heroes, Nationalists and founding fathers sank all political, religious and ethnic differences in order to rebuild Cameroon’s unity that had been disrupted by the Colonial masters. On that faithful February 11th 1961 in a United Nations sponsored plebiscite, Cameroonians in total and absolute Patriotism opted for reunification, oneness and peace. Perhaps because these great National Heroes were youths at that time, the 11th of February was later dedicated to the youths of Cameroon by Government, this confirming what Benjamin Desraeli, one time British Prime Minister wrote, that, “Almost every great thing has been done by the youths”.
Your Excellency, Ladies and gentlemen,
The reunification story will be incomplete without mentioning the name of Menchum Division in general and Wum in particular. Menchum Division as we all know is one of the oldest Divisions in Cameroon, created in 1948 by the British Colonial Administrators. This Division has since then produced men and women who were forerunners of the reunification process and the political evolution of Cameroon. We vividly recall the memories of Hon Patrick Mua, Hon J C Kangsen, Hon Josepha Mua, Hon Chief Ngha Ezigha, Chief Wallang Mbong , just to name these few, all of blessed memory. May we now rise to observe a minute of silence for these our fallen Political Heroes … Let me convey this message to these our fallen patriots that, we shall continue to fight for and consolidate the values of patriotism, unity and peace in which they bequeathed to Cameroonians in their struggle for independence and subsequent reunification. The choice of Wum therefore to launch youth week activities is not a coincidence but a move by H.E President Paul Biya to Honour and recognize the contribution of Menchum Division in the Political History of Cameroon.
Your Excellency, distinguished Ladies and gentlemen;
When President Paul Biya renewed confidence in you by appointing you the Minister of Youth Affairs and Civic Education, the youths of this region in general and Wum in particular went jubilating, this because you are pragmatic, loving, caring and above all have a wonderful listening ear to the youths.  When you attended the YCPDM Section Conference on the 5th of April 2008 in Wum, the youths of this Division saw in you a partner for Development. Your presence did not take time to be felt for a few months later, we received a consignment of gifts from the Chantal Biya Foundation worth millions of francs CFA destined for destitute children in Menchum. As if that was not enough, drugs followed to the Wum District Hospital, St Martin’s Health Centre and the Health Centre in Bu. Our youths have equally benefited financial assistance from your Ministry through the PAJER-U, PIFMAS and the National Civic Service Agency which have gone a long way to alleviate poverty and unemployment. We appreciate the construction of the multipurpose youth empowerment centres in Wum and Esu and most importantly the appointment of one of us as the pioneer Regional Delegate from Menchum Division, Mme Kelly Nchia Victorine Sih as the Regional Delegate of Youth Affairs and Civic Education for the North West Region, We also gratefully acknowledge your appointment of our first ever Director from the Division in the central Administration, Mr. NDZO Augustine KUM. However, Your Excellency, like Oliver Twist, we crave your indulgence once more for the complete equipping of these centres as well as constructing a Divisional Delegation for Youth Affairs and Civic Education for Menchum Division.
Your Excellency, distinguished ladies and gentlemen;
Making a glossary and cursory retrospective of Cameroon at Independence in 1960 and 1982 till present; we have changed politically, socially, economically and educationally. This can be illustrated by our large number of primary schools, secondary schools, hospitals, health centres, road infrastructure just to name a few, all these through the modernization policies introduced by our great statesman, President Paul Biya. The Head of state’s quest to rebuild Cameroon can be traced way back in 1985 when he addressed the youths on the 19th National Youth Day, 10th of February 1985, I quote “Without peace, I mean peace of mind, peace in hearts and social peace, there is no true development”. The people of Menchum rise up in unism therefore to thank President Paul Biya for the works that have already started on the Menchum Hydro-electricity Power Project worth Billions of francs CFA, as well as final negotiations which are on going on the River Katsina Allah. This leaves us with signals and the great hope that in the months ahead, President Paul Biya would be our guest of honour to launch these twin dam projects.
Your Excellency, distinguished ladies and gentlemen;
Despite our optimism that the Head of State would have amongst others in his suit case to Menchum, the reopening of the Wum Area Development Authority (WADA). The cry of the Menchum people would rather have been for WADA to start now, so the Head of State could re-inaugurate rather than reopen when he comes knocking, because this structure gave the much desired life that was found in Menchum Division. Without prejudice, apart from GTTC Wum, as in all other Divisional Head Quarters in Cameroon, Menchum is without a professional school. We have never known the appellation of General Managers, Directors and Regional Delegates were it not recently of your Ministry, talk less of knowing how to address a Minister. We however, remain a hopeful people, after all St. Augustine of Hippo wrote “The only Medicine for a miserable people is hope”.
My dear youths distinguished ladies and gentlemen;
As we celebrate this 48th National Youth Day, whose team is “Youth, Patriotism and Promotion of National Integration”. Let us keep in mind that it is incumbent to reflect on our role in the construction of our dear fatherland Cameroon. We must not allow ourselves to be manipulated as agents of destruction and anarchy by some political over zealots. We must know that we are not political objects but political subjects. We must be proactive and not reactive and keep our flame of shunning all acts which may jeopardize the peace and stability we currently enjoy in a turbulent sub region bedeviled by political instability. It is therefore regrettable when we find youths burning and destroying, running street battles with Forces of Law and Order. These do not in any way suggest a good patriotic spirit. My dear youths let us be the architects of our own destiny, before soliciting Government’s assistance. You must continue to shun all acts of vandalism, scamming, banditry, “fey mania” popularly known as 419. Patience is the rope that ties anyone to the door post of success. When God answers your prayers, he increases your faith, if he delays, he increases your patience, if he does not, then he has something special for you. Hannah More, a British writer says “Life is a short day, but it is a working day, activity may lead to evil but inactivity cannot lead to good”. That notwithstanding, I bemoan and castigate those authorities who continue seeing the youths with eyes of suspicion and mistrust.
Your Excellency, ladies and gentlemen;
We lack words to thank and appreciated your presence amongst us today, like Melvin Evans says, ”The men who build the future are those who know that greater things are yet to come and that they themselves will help bring them”. The Menchum people are today taking a firm commitment with President Biya through you. We know for sure that, we will not miss you again for long in Menchum Division. We are confident and certain that your third visit in the months ahead to Wum would be to accompany President Paul Biya to lay the Foundation Stone for the construction of the most desired Dam over River Menchum.
Your Excellency, distinguished ladies and gentlemen;
It is a wonderful day; it is the day for greater communion with each other. While wishing you and your entourage a safe return from this Municipality, let us know that “The test of generosity is not necessarily how much you give but how much you have left”.
